Looking at the cartoon Dino only comes up to just below Fred's chin, so yeah I'd say that's pretty short for a dinosaur.

I think we are spending too much time contemplating the meanings of childhood cartoon. That being said...that would be my best guess. I'm sure it isn't short for prehistoric era.
