I've seen lap tops that you just highlight the file and you can drag it if you hold the mouse over the file for a couple seconds without clicking. I want to see if I can do that but I don't know how to change the settings or if it is possible on desktops.

its not hard.

go to control panel>printer&other hardware>mouse>click on that>turn on click lock.

Hope it helps. There are other work around but those will be too much wastage of time other than getting any benifit.

You're probably thinking of people "tapping" on the mouse pad as opposed to clicking the mouse button (which is there for people, like me, who don't like tapping because it's too sensitive). The way this normally works is you tap once to select the item, then put your finger down, and without picking it back up move your finger where it goes. This setting is usually in the Mouse control panel.

No, this is almost impossible on desktops. (I'm sure you can write a program to emulate this, but getting it right with a mouse as opposed to a trackpad would be hard.)
