No, nero is a burning software. This means that you can CREATE dvd/cd assuming you have a blank disc.
To play dvds, you simply need a dvd read drive. Many programs will let you view the dvd after the fact.
Such examples are:
Windows Media Player
Realplayer
Media Player Classic
WinDVD
and many other video players.

Prior to Nero 7, there was a Nero Media Player. However, I just checked Nero website and discovered that Nero will no longer develop and include the media player. You can find the information at: http://www.nero.com/nero7/enu/FAQs_TOP_20.html#14

First of all make sure you install the nero express dvd player. instert dvd in the drive, it will autoplay but if it doesn't start the nero smartstart and select the application from there and play the dvd.
