No it is not safe. And to make things worse, your computer has a Vundo infection, that is why that program keeps trying to install itself.
Your computer needs a complete dis-infection.
If you don't have any anti-malware programs here is a good and free cleaning routine:
Do all 3 of these to clean your comp.
1. Scan for virus and remove (free online scan) with BitDefender

ABSOLUTELY NOT SAFE...Win Anti-Virus is a scam program, essentially loaded by a Trojan horse program...if you do install it, it will run a scan, find viruses (whether you have them or not) and then force you to buy the full version to remove them. Read the write-up at stopbadware.org, as well as checking them out on the Spyware Warrior list of rogue programs and sites.

This is not a legitimate program, It is a virus! Do a google search for spy bot search and destroy download and install this program. Once the program is installed run the updates. This will get rid of that annoying pop-up for you! Good luck!

Do not allow any program that tries to install on its own They are viruses or spywares. I can give a few links that offer free virus and spyware removers...! Norton, AVG , Avast are free antivirus software. Ad-aware, Ewido are free spyware removers. You can download free softwares at

Got hit by this sometime back - god its hard to get off your computer, first try & block it when it conects to the internet using your firewall i hope your using zonealarm, it uses a few names winantivirurpro - winantivirurpro2005 - winantivirurpro2006 & one called winsoft if i recall correctly.
secondly click tools on your internet explorer go to add-on & deactivate any add-on tool bars that you was not aware off.
then go to the link below & do a on line scan, keep doing scans until it states the computer is clean.

Check you are running all the security software you need; one firewall, one anti virus, at least 2 anti spyware.
Your pc is infected.
Before attempting to remove malware you must switch off System Restore as back up files will be hiding in there, and it will just restore itself. Go to Start - programs - accessories - system tools - system restore.
Run your anti virus and anti spyware in Safe Mode. To get into Safe Mode repeatedly press the F8 key after the bios screen loads but before Windows loads. You'll know if you made it because the screen will be at 800 x 600 and your pc will be slow.
Then beef up your security. Its easier to prevent malware getting on to your sytem in the first place rather than trying to remove it. All the following programs are free for personal use;
