Whats the difference?(given that the beginning of the street depends on where you live!)

If you go up the street, you are going towards the higher house numbers. If you go down the street, you are going towards the lower house numbers eg:

If you live at number 15, you will go up the street to visit number 2, and down the street to visit number 36.

North and South are generally used for "up" and "down" respectively if you live in North America.

If you are referring to streets running West and East, West would be up and East would be down.

Just think of looking at a map when you use it to navigate a new area - you always try to align a map to the direction you are traveling in, then orient yourself to where North is. From there, you determine if where you want to go is "up" or "down."

I don't know about other people, but if someone is coming towards me, I say, "he's coming up the street"... and if he's going away from me, "He's going down the street"
