Yes, several times. Once in particular comes to mind vividly. I was walking down the corridor in the hospital where I work & I saw this young woman sitting on the cold concrete floor & crying.
She wasn't outside a patient room but an administrative office so I wasn't sure what to make of the situation. In any case, I stopped what I was doing & knelt down next to her. She flung herself into my arms and just cried harder & so I let her & tried to offer comfort.
Come to find out that she'd just lost her mother upstairs & I've never been more glad, or grateful, to have halted myself and try to help.

Many times!
People cry other times within, others loud!
Usually, what I do is spend some time discussing and offering some discussion, philosophy, wine, food, either home or at a taverna.
Frequently the people who have the strength to cry out need mainly physiological support!
Also, what I have been trying to do is the people around me to do not reach to the point to cry (the wise people prevent do not regret!). Thus, every day I spend quality time with friends, relatives, neighbors, colleagues discussing and scratching the balloon of the ignorance trying to improve ourselves by learning!

i think you need to rewrite your question, it does not make much sense...
are you asking if..."have you ever seen a stranger crying"?
