I guess i missed it on the bulletin board in the main or extra story line! Does anyone know the Wonder mail code for it or know a way for me to get it!? I am up the part where i am supposed to go with Gengar to the Murky Cave.

You're nowhere near getting to Buried Relic yet mate. You gain access to the buried Relic after you've stopped the Meteor. Once you've done that, you will be told of another Dungeon before hand. You'll need dive to reach it, but Whiscash will give that to you. The dungeon is called the Stormy Sea. Beware, it's huge and Kyogre awaits at the end. Once you've beaten this dungeon, you will be able to get to the Buried relic by talking to people in the square. You should also get a newsletter about it.
Beware when entering the buried relic. It is absolutely huge. I have yet to finish it by myself, but it is more than 60 floors and all three Regi's wait for you in the dungeon.

I think you have to talk to Lombre or Wishcash or both. Try it.

just search for the game and there will be some walkthroughs for it.
