like that ionic breeze thing...how does it convert ozone to oxygen

Many materials can react with ozone to form oxygen as a by-product. Most all are reducing agents. A more definitive answer rests on how you are using the term "element". If you are using it the periodic table sense then your answer would include many of the metals capable of being oxidized.

Carbon monoxide would be the most available thing to use. You would in turn get CO2 and O2. There is not a process I know of that would turn all the oxygen into O2. However this would take quite a bit of energy to push.
