Toothpaste. You will always have water to clean off the sweat and dust of the day. You will always have your epidermis as long as you live. Your teeth need constant care and you can lose them painfully I might add to the plaque and foodstuff that attaches itself to your teeth.
Sweat and dirt can be washed off with soap and a brush or just water and soap. It's feasible to do that at the office, or at home. Wherever the sweat collects to the detriment of ones sense of smell you can simply wash it off. If that means three times a day then so what? The armpits are easily accessible at the offices restroom, a restroom in a garage on the highway, the washrooms in a public park, or even the restaurant during lunch; a quick clean is possible. Your teeth however need the protection and the cleaning action of a good toothpaste! Your armpits can do without a deodorant. Your teeth cannot do without constant attention to their health.
Yep! Toothpaste would be the wiser choice if I had to do without one or the other.
