Some of it has to do with the 'embarassment factor'. Kids/teens are too ashamed to walk into a pharmacy and grab a box of condoms. They're afraid that people will give them funny/dirty looks. A lot of it is lack of education. The schools need to teach kids properly about sex (as do parents), instead of just saying, don't do it. That doesn't work, never has, never will. Education is the key.

Because it isn't going to happen to them, just the guy next door. In order to better educate people I wish I knew the answer to that as could solve some of the world's problems.

if parent start talking about , when their children are young.
talking to them real. sickness, that can happen , how that will afect their life and people live around them.
School that have class talk about that. a very year confereces in every school in united states , caribbeam , UK .

We live in a "it can't happen to me" society. It's really hard to teach hard-heads without something actually happening to them.
That's my answer to your title question. I really don't know what to do for the rest except to just keep repeating the message wherever you can.
