Yes it is. They sold arms and nuclear plans to Iraq under Hussein and also to many terrorist groups. They are heartless people who will sell anything to anyone just to make some money.

Yes and no. they have sold arms to "rogue" states and there is the prediction that if the oil starts drying up, China could trade weapons secrets with Iran for oil, thus forming a dangerous coalition.
China is tiptoeing around N.Korea, but then again NK is right on chinas border so war would spread to them.
How many people would have supported war with Iraq if Iraq was where Mexico or Canada is?
Russia is just poor and trying to keep up anyway it can.

In the long run, it wont matter if Russia and China try to help terrorists or not. Terrorist leaders have made it clear that after Israel and America is wiped out, China is next. Russia too.
I'm not trying to start trouble, its just what I've heard several times lately. I would like us to stop them.

Russians have been selling and helping with nuclear weapon technology. They are in desperate need of oil.
China is selling weapons to anybody and everybody--They need a pathway to the much needed oil too.
