This question has many factors involved. You will find that most of the Eastern Europeans are filling low paid, relatively unskilled jobs in the UK, e.g. cleaning, fruit picking, labouring etc. Although they are also some that do more skillful jobs like Plumbing, Building etc. To avoid writing an essay the following points may help to answer the question;
[1] OPEN MARKET - The UK is a truly open free-market economy in which there are vacancies, currently un-filled. 99.9% of these workers are not taking our jobs but FILLING the vacancies, which are open to absolutely anyone, Black, White, East European, and Chinese etc.
[2] PROSPERITY - For businesses to thrive or simply survive they need someone to do the job, hence they will employ a suitable candidate. Thriving businesses will then generate prosperity for the UK through taxes.
[3] EXPLOITATION? - While there is a degree of exploitation, in the main, Eastern Europeans make their own choice to come to the UK and are just as free to leave should they feel exploited - It's literally a "free market".
[4] ATTITUDES - Expectations of some UK residents is too high and see many jobs as "beneath" them. (anyway, many of the unfilled jobs don't always require a high standard of education but more of practical aptitude) The attitude of some UK people, coupled with the culture of state welfare, leaves very little incentive for some people to get a job. Doesn’t matter how much education the government provides, it is a matter of the individual persons expectations and what they want out of life that is likely to determine the job path, if any. Such expectations usually come from the home & peer groups. The government can only do so much.
[5] WELFARE - Yes the Education system is not perfect, but I think more importantly the welfare system (DWP) is more to blame. Many Eastern Europeans have little or no welfare and know that to work is to survive. Just travel to the poorer countries and on your return and your opinion of the UK unemployed will soon change - the opportunities here are numerous, but it would appear that UK work culture, from my observations, is worlds-apart.
[6] FINAL ANSWER! Blame lies both with the UK Government and the individual UK resident. Realistically, the government is simply being practical about Business/services needs in the UK by allowing Eastern Europeans to work here.

You are right. We don't have a shortage of people, in fact, we have too many. We have 3.5 million people collecting benefits who should be on the unemployment register. Even the government accepts this. Our education system has let people down for years. Full of PC and feminism. One of the main problems, is the governments ridiculous plan to send 50% of young people to university. How can you possibly achieve this without, and as we all know they have, lowered standards. This has given young people, in the name of equality, the notion that they have more academic ability than they actually have. Another consequence of this is our failure to train people in the various trades through apprenticeships. ie planning for future need.
Now, having helped to create this mess, the government seeks to exploit it by importing huge numbers of immigrants, something it wanted to do anyway. The government have used these tactics in other areas, eg undermining the traditional family and then exploiting the situation that they have created to increase direct government control over the upbringing of our children. All good old left wing control tactics.
In addition to those on benefits I have referred to above, there is massive over-manning in the public sector. This is mainly caused by inefficiency and/or carrying out PC functions that are not required.
It follows, that if you import hundreds of thousands of immigrants, you will drive down labour costs in this country. However, you will then create a hardcore of unemployed Brits. who will stay on benefits forever. Also, immigrants coming into the country will not be happy to continue doing menial work for ever. What happens if there is an economic downturn, which to me, seems highly likely. Also, these immigrants are nearly all young men. Won't their families want to join them at some point.
The social problems caused by this massive influx are/will be enormous. Isn't it ironic, that this government has introduced the minimum wage, but then undermines the whole point of it by inviting the immigration of cheap labour.
The official unemployed figures also can't be compared with the past, because there are so many students at university and there has been a huge increase in part-time jobs. There are a number of other reasons why the figures are underestimated which I can't bring to mind at the moment, not forgetting the 3.5m mentioned above.
So, the answer to your headline question is, a resounding YES. Also, in many many other areas as well.

Unless the government forces people to do jobs they don't want to do and train in careers that they don't enjoy we can not fulfil our need for certain skilled trades.
The problem is that in Britain we think we should be happy and have the right to choose. If we have this expectation then we will need immigrant workers. In the old days people toiled 12 hours a day at jobs they hated and never complained. We can either go back to the old ways and make a lot of people miserable or just accept that we need immigrants to help us make up the quota in unappealing jobs.

the government has everyone i one way or another, first think of one good thing the government has done in the last 10 years because i cant, education is a joke most children under 8 can barely write their own name. the nhs is a debt ridden shambles. public transport is a take it or leave(if tube driver doesn't feel like going he doesn't because of "condensation". armed services are treated like lepers. immigration is way out of control. crime is on a steady incline and to top it all racism is back with vengeance only this time from both sides. if this is a fully working government then I'm a light bulb.

The jobs aren't skilled though. The majority are the traditional "thickos" jobs, but our schools are now educating "thickos" into wanting a degree instead.
I mean a degree in Beauty Thereapy for heaven's sake.
Skilled workers have migrated here quite easily and openly all the time. My surgeon was a Czech, for example. No problem about working here.

undoubtedly, a resounding yes. i wonder what those people who re-elected blair and labour to a third term in office in the last general election make of this shambolic mess that this party have inflicted on the people of britain, since then. since their re-election, we have seen taxes go up, needless fighting still taking place in the middle east, londoners experiencing a terrorist attack, immigration being out of sorts to name but of the many mishaps that this insidious govenrment have put us through. i never voted for labour in the last general election, and as disillustioned as i am with british politics right now, i will still vote next year, even though i don't like any of the other parties, i will vote for anyone-other than labour and the BNP- and hoping that is that the british people will finally come to their senses and get rid of tony blair and his labour liars and scrooges, once and for all. i supported labour throughout my life- up until 2001, 2002 that is. i voted against them last time round, and i will vote against them next year.

Good point - it would certainally seem that the government has failed in its education systems if we don't have the required skills, but I suppose you also need to look at the type of jobs that we are having to turn to eastern europe to fill. Maybe the education system is now that good that people don't want to do these mundane jobs, as they are too clever for them?!

Politicians use this ruse constantly it used to be British workers are not productive.
The real reason is they need an excuse to bring in cheap labour to suppress the salaries of indigenous population and it has worked.
While other EU countries restrict entry to ensure stability the British politicians pile them in.
Simple as that.
