If you take up a specific pastime which involves other people, you will meet people, and if you talk to these people, you will discover which of these people you like, and which of them like you, and which of them would be happy to be friends with you.
The pastime could be a sport, hobby, or a place of work.
If as you have said in previous questions, you are nice, then by being nice to other people, you will again find people you like, and people who like you.

Join a society or club which represents some of your interests - e.g., sporting activity, drama society, language class, etc., so that you are amongst people with a common interest. You will soon make friends - especially if you are an outgoing and approachable person. Good luck anyway! .
