depends on the fish and their form of reproduction
some fish called livebreaders (give birth to live guppies) do have an organ for this purpose
other fish that arent live breaders and lay eggs to later be fertilized by the male do not nesassaryily have to have one as long as they have a mean of fertilizing the eggs

In the conventional form, No. Fish do not have a set of Testes. However they do reproduce in a similar mixing of chromosomes as human beings do under most circumstances they will operate on XY genetics whereas some marine species do not mix chromosomes in such a way. There are several species which will be asexual, or other instances where the most dominant fish will "become" female and maintain only 1 female to the whole school/colony.
Other fish have extruding organs such as Molly fish with their gonopodum. *a penis like extrusion from their anal fin* this will distribute sperm just as a penis would however anything similar to a testicle is within the abdomen of the fish.
Angelfish have a pipe which comes out for breeding below the anal fin.
Female fish have a Gonad which is almost identical to a womans ovary but sadly there are no flopping testicles to sex our fish by.
Please understand that there are many different shapes sizes and colours of fish unlike humans. They're not mamalian either so they can be understood to have very different anatomy. For a gist of this look up Sharptail Mola's Moonfish, guitarfish a stingray and a shark.
There's little comparison between them at all.

Tell your strange other-half that yeah, they do... just like birds or reptiles. It's only that their testicles are internal organs.
You can go on explaining that, as for reproduction, usually the female spawns and the male fertilizes after, but some species like guppies or swordfish, do have a modified fin that acts like a penis that is called gonopodium, and they actually penetrate the female with it... Eventually, she delivers live tiny babies.

no, they dont have sex like humans, most fish lay eggs and teh males go after and fertilize them. Theres no "sex" or intercourse.
