I have a Toro Workman and I full charged it and its still going slower than usual. anyone know what happened?

On any gasoline engine, I always change the sparkplug and add a gas additive cleaner(a little in the oil crankcase and the rest into the gas tank. This will solve the problem 70% of the time on sluggish engines of all types.
If it is the battery only type, just take the battery down to a reliable shop and have them test out the preformance.

Rechargable batteries only can be recharged so many times then you need to get new ones. This maybe your problem.
