You only cut the major part of the hair, but NOT the root! If you take out the root, you won't grow those hairs back!

Hairs will NOT grow to a certain length and then stop, rather there is a continual process of growth and falling out. This is true of all bodily hair except rather oddly the head and face (for whatever reason). Waxing / epiliating most often damages rather than kills the roots so the hairs grown back softer (sometimes not being able to break though the skin!) whereas shaving leaves the end of the hair there so they tend to grow back a little thicker and stronger.

Just under your skin inside each hair root / follicle is a microscopic command centre. The alert is raised when shaving foam or gel is applied. The community living in the hair strand is evacuated.
Once the hair is shaved and moisturiser is applied the all clear is sounded and the command centre and the rest of the community start making a new habitat for them to live in. Until the next time you want to shave.
This how the hairs KNOW they have been shaved and need to grow again

Actually that's not true that they will only grow to a certain length, don't shave for a year and I guarantee you will have gorilla legs. And the hair is always growing so it doesn't "know" its been shaved, it just keeps growing.

For the same reason the hair on your head would grow back if you shaved it off. The hair root and follicle are still working under the top layer of skin and continue to work however many times you shave. Electrolysis is the only permanent way to remove hair as it 'kills' the root.

the root knows! lol, its better if you wax your legs, the hair take upto 5-6 weeks to grow back. Shaving is always frustrating when the hairs grow back in a week!
its just like the hair on your head...

Shaved hair tends to grow thicker. Number of hairs will be the same but one can make out by the thickness ofthe hair.

I use a epilator and still the hair comes back and that takes out the root too! But it takes about 4 weeks till it grows back.

Because your just shaving them of the surface. If you don't want them to grow back start waxing.
