What people constantly look for in happiness is the reason why they are happy. If they are looking for it, then they probably aren't happy, and thus they cannot find it.

People who find why they are happy don't look, it just kinda hits them in the face and they realize that what they are doing, or who the are with makes them happy, thus, they don't have to look for it.

Ummm.... I'm guessing you're asking why people continue to search for happiness even though they never find it.

My answer is: What else can be done? There's no sense in searching for misery because it hits you in the head every day.
