That should be fine, and I heard FROM A POLICE OFFICER that the only color you couldn't have is red. I guess the blue is something in your area. That sounds like a rad mustang.

Neon strip lights can be fitted provided they comply with the Road Vehicle Lighting Regulations 1989, i.e. they should have white to the front, white or amber to the sides, and red to the rear. They would have to be independently switched and fitted so as not to cause any undue dazzle or discomfort to other road users. Blue ones are thus a no-go as they do not comply with road regulations, it's not it's illegal because it distracts other drivers if that were so the most expensive advertising hoarding in the UK that is right next to one of busiest stretches of the M6 would also be illegal.

Here in Pennsylvania, Fire Police members and firemen can use blue lights when going to a call!
Regular Police use red lights, but Fire Police are prohibited from using them.
Ambulances use red lights, too as do all other emergency vehicles!
Red lights say you must stop and give "way" to emergency vehicles! Blue lights say you should give common courtesy to any vehicle that displays them, such as a flashing roof or hood light! It is not illegal to not pull over for a flashing blue light, here.
Now, since your BF is evidently not a Fire Police member, he can't legally display blue lights anywhere on his car, if he is a resident or visitor to PA.! Nor, red lights, either!!
Some municipalities do not allow the display of any other color lights under the car, nor in the grille area, but thats a local problem! They seem to think the lights stoke the drivers into doing things like speeding, tire burn-outs, racing, etc., but i think it is a fault in their brains!

Depends upon state law. Blue is usually illegal everywhere. States that allow lights usually require that the bulbs must not be visible, only the glow. Check your state laws.

Red or blue light could be confusing for other drivers, as these coloured lights are more usually associated with the emergency services.

It might look "cool", but is it really sensible?
