A mother knows her child is sick (she did not make him sick) She continuously neglects to treat the child correctly. Eventually the child is hospitalized with respitory disease and she acts like a victim. I know what Munchenhausens by proxy is, but I need to know if this could be it.

Doesn't sound like it. Patients with this issue tend to cause the illnesses to get attention. This sounds like a bad mother.

Usually with Munchausen by proxy, the mother will make the child sick on purpose, and reoccurantly.
It is difficult to tell the reasons behind the mother for neglecting to treat the child correctly. Misinformation? Not enough information? Did she think the illness was something else?

If the child continually gets ill, then there is a possible case, but as it stands right now, I would say no.

Parents react differently to illness in their children, so you cannot judge her by her reactions. I am not exactly sure what you mean by the term acting like a victim as that could mean many different things. Guilt is one of the common feelings associated with having a sick child. She could especially feel this way if she realizes that she neglected to treat the child correctly.
Maybe by acting on her guilt she appears to be playing the part of a victim. I don`t know exactly what she is doing or how she is acting so I can only give hypothetical guesses.
I would keep an eye on the situation anyway, if I were you if she is indeed neglecting to treat her child medically.

I don't think so, I think it is just a neglectful mother who gets defensive when her children become terribly ill. I have a friend who I think has Munchhausen by proxy, she doesn't actually hurt her kids but "convinces" them that they are sick. She will tell them they have sensitive stomaches and asthma. (They don't) She actually has convinced her daughter that her knee "pops" out of place and she needs therapy to fix it (I am a nurse, the child is in excellent health). Whenever her kids don't or won't "get sick" , she develops illnesses. She recently demanded that she have a hysterectomy (an elective hysterectomy!!) She likes to be pitied and have people tell her how "sorry" they are for her. That, is a classic example of Munchausen and Munchausen by Proxy.
