Sounds like anti-west propaganda to me.
What report?
The West is not as hung up about sex as some parts of the world.
They enjoy it with a sense of responsibility, not causing a population explosion like in many other part of the world.

It's a cultural thing. Our belief systems tend not to dictate our sexual behaviour.
We don't marry off as young. We don't do arranged marraiges, and marraige is not as important to us as it is in other cultures. In fact, people are often quite weary of that sort of committment, especially if they are young.
We are not as religious, and Christianity doesn't always mean no sex before marraige anyway.
Sex is seen as something for leisure, it can be sacred but it can be taken lightly too.
If that makes us wh*res, well that's your opinion to make but it implies judgement. And I don't see why people should be judged if no one is getting hurt. Sleeping around is a CHOICE to make, not everyone has to do it and not everyone does. So I don't see the problem.

statistical reports mean nothing. All they are is someone's agenda and trying to prove a point. Facts get slanted and turned to make things look like whatever the reporter wants to show.
to quote a certain song:

no perhaps they just like having sex or spreading their 'wild oats' the more children they have the more dominant they would have become and made sure that their race would survive, basic instinct
