I don't think there is a very good chance to get a scholarship to America.
First, there are 300m Americans and 6,200 million non-Americans. America is small compared to the rest of the whole world, so there are not a lot of empty spaces in American schools. Second, there are a lot of people in America who do not have enough money to pay for college. So, naturally, the american colleges give scholarships to Americans first, before giving them to foreigners. Especially, the American government scholarships are never given to non-citizens.
So, you have a tough job, to try to find a scholarship to school in the USA. I would look first at American businesses that have operations near you in your country. If an American business works in your neighborhood, they might pay to have a local students go to school in American, and then hire them when they come back. And there may be some religious organizations that would pay for you to study in the US.
If you can find the money, then just about any American university would be happy to have you. There is not a problem being accepted, once you can pay. Only the very top ranked universities would not be satisfied with money.
THe competition for all this scholarship money is fierce. So you need to work really hard at your school work, in order to be a real competitor for the scholarships.

You have to contact with schools in U.S, they will give you the requirement to receive scholarships. Usually the requirements are:
- High G.P.A
- High Standardized test score - ACT/SAT or TOEFL if your first language is not English.
- Having community services and other activities
-------------- To United States schools, there is no different treatment for students from any country, including Ethiopia---------
-----------
I'm not American but I got over 30,000 a year for my tuition. So, you may have a change like me. The change is in your hand if you know how to obtain it but it may be out of your hand...
