Maliging isn't a word that appears in the dictionary.
I can only assume this is a spelling mistake or the word is slang in which case I haven't heard it.

To state to someone, something that is harmful. If I say that any person is a useless twit, then I am maligning him/her. NB. In the case of politicians, things are rather different!
