Maliging isn't a word that appears in the dictionary.

I can only assume this is a spelling mistake or the word is slang in which case I haven't heard it.

The infinitive of 'maligning' is 'to malign' and the word is also used as an adjective :

1 If you malign (verb) someone, you say unpleasant and untrue things about them. Example - The government was maligned by some newspapers.

2 Malign (adjective) behaviour that is intended to harm someone. Example - This leaves his speeches open to all sorts of malign interpretation.

To state to someone, something that is harmful. If I say that any person is a useless twit, then I am maligning him/her. NB. In the case of politicians, things are rather different!
