'is' implies singular relationship: there IS a cat at my door (one cat), she IS pregnant (only one she is pregant). In a statement where there is singular (food) and plural (drinks) relationships, either a plural verb needs to be used (there ARE a lot of food and drinks at this party) or both adverbs need to be made singular (there is a lot of food and drink at this party). Also, it might be easier to trim the sentence further and say simply 'there is alot of refreshment available.'

No the sentence is incorrect since it mixes singular and plurals with the present participle of the verd 'to be' , ie 'is'.
You should say 'There is a lot of food and there are lots of drinks.' or 'There is lots of food and drink.'

"Is" can be used if there's more than one item, if that particular food item is counted as one thing (i.e. - macaroni and cheese, spaghetti and meatballs...)
However, since food and drinks aren't considered one item, you need to use "are."
