OFWAT and all the other similar tWATs are just apologies for the fact that successive governments have sold off the national assets and robbed us blind. They can impose large fines but rarely do and, since the shareholders' dividends are always sacrosanct, it's the poor old consumer that ends up paying them anyway.

On paper OFWAT has powers to fine heavily the water companies but since New Labour is constantly looking for 'bungs' from large organisations to their party funds it won't happen. OFWAT like all the rest is run by snivelling crawlers whose only interest is in following our Dear Leaders wishes.
