Get a router that has wireless. Get 2 wireless cards for your computers instead of running cables going downstairs.

Make sure you read up on how to secure your wireless network, or else Johnny down the street can download music and porn using YOUR internet address.

It depends... Personally, I have a wireless router hooked to DSL and this router came standard with 4 ethernet lines. So I have my desktop computer hooked to this by hard wire and laptop is wireless. If you are connecting desktop computers, it usually works best to use an ethernet connection, but it you plan on using a laptop, I would get the combo wireless/Ethernet router. You can of course go completely wireless, but this would require that you add wireless card to the desktops. this can be more of a hassle than its worth, but can be done.

Would be much easier installing a wireless router and much less work, but then you would have to spend money on buying wireless adapters for the PCs downstairs, still think it will be cheaper and easier than running cables.
