How can i go about limiting the amount a person can download or the downloading speeds a person can download at on my home network without them knowing, as they are continuously slowing down the whole network? Is there also a way of even preventing them from downloading peer to peer files without them knowing?

You can't do that with a SOHO class router. You can do that with something beefier. On the cheap, I'd strongly recommend IPCop, a free, open-source firewall system that runs on a spare PC with two NICs. There are add-ons such as Dansguardian that you can use to limit internet access as well as others that will block outbound traffic by port, IP address, or MAC address. there is a pdf file on the disc that came with the router that walks you thru everything you can do
