Steve T is right - it means Propertyof his/her majesty. But it was the name given to the prisoners we deported to Australia so in all truth they're the Poms!

Prisoner of (her) majesty as it was the British convicts that were shipped out there.

Ironic really, cos it means that THEY are actually the Poms LOL
