I must point out some problems in your question. You can't have an unbuffered solution of pure water. Water is a compound of hydrogen and oxygen. If it is PURE the hydrogen and oxygen ions will disassociate in equal quantities giving a pH of 7.0. When the sodium hydroxide is added this balance is disturbed and the negatively charged hydroxyl ions -OH throw the charge to 14.
Hope this helps. If it was a similar solution of strong acid it would be pH 1.0

As NaOH is alkaline and water is neutral, the pH will rise from 7 to around 13, as NaOH is a strong base. However, the final value does indeed depend on the concentration of NaOH used.

NaOH change the pH level of pure water by increasing the pH which is more alkaline,because OH or Oxide can change the pH of the solution become more alkaline and for the hydrogen ions ,it can change the pH of the solution become more acidic.
