If this is a USB keyboard, some systems take a short while to load the USB drivers for the keyboard and this is why it does not respond once the PC boots up.

usb keyboard or ps2?
bios set to autodetect?
are you having to reinstall the drivers for the keyboard before restart?
if its usb, could be the drivers are not "sticking"
if its ps2 keyboard could be you need to update the driver and remove the old one (if its listed twice it won't know which to use until you tell it)
if your bios is not set to autodetect the keyboard then its waiting for OS to load it.
If you have to keep installing the driver for it, then you may have a bad driver file, uninstall, then reinstall.
could be a loose connection
what OS? if its 98 and its a usb keyboard, theres your problem.

could be the keyboard,the motherboard in the pc or a software issue try swapping out the keyboard if the new one works theres your answer
