Depends on when in December you plan to visit.

I went there last year in mid-December. The leaves were in color and hadn't fallen at that time. The sky was sunny and clear. It was cold but not freezing.

We hiked up but took the cable car down. When the sun set it got really, really cold so be prepared for low evening temperatures.

My old girlfirend and her family go up Mt. Takao every New Year's Eve when its really cold.

Anyway, go for it if the weather is sunny and clear. It's beautiful but watch out for Tengu!

It will be cold but December is just as good a time as any to go. Bring warm clothes. At the top of the mountain check out the monkey park and the shrine. There is also a neat but expensive 3d museum at the base of the mountain. The hike to the top is really steep. The cable car is expensive so if you`re fit I recommend hiking Have fun.

It looks like their cable car is still operating in December, but they recommend caution for hiking. . . .
Check out their site. They even have a live cam so you can have a look before you go up.
