techniques in terms of capital punishment simply means ways in which you dispatch a person: electric chair, firing squad, lethal injection, et cetera. techniques is a fancy way of says styles, ways & means. to the french, until the 1960s was beheading by the guillotine. not neat, not fancy, not humane but then what is? hope this helps (if that's your question?)!
