we went to homecoming to gether and have hung out a few other times, like we went to the movies together, and that kind of stuff, i asked her out before and she said she wanted to hang out more, so how do i kvow when she is ready to go out?

I'm in the same boat as you are mate and sometimes I feel that I shall tell her today and sometimes not. But I think that when we have this situation, we have to observe her reactions and how does she speak to us. When you feel that she is coping even better with you, I think that that will be the time to ask.

she likes to hang out with you. so it doent really matters. ask her out. maybe you guys talk on the phone and you suggest this nice movie and ask her if she wants to catch it together:D
