The mere fact that they were born as animals mean that their unwholesome karma has not been exhausted yet.When animals die they can be reborn into any of the 32 realms.It is only in the human realm that beings can cultivate to the highest level......liberation from samsara.Even deities in the deva realms cannot achieve liberation from samsara!

"Even deities in devas realm can not achieve liberation from samsara" says an answer. There appears to be a logical confusion in this. If deities have not been liberated, then, who else can dream of liberation? It appears more sensible to say that an animal or a human is born once and then accounted for the deeds. Animals have no options, the humans alone have: to do or not to do an act.So, only humans are judged, not any other creation. Rebirth defies logic on this basis too that if in the present life a human is not 'certain' of his form in the 'previous' birth, then how to make him believe in rebirths ! On hear say! On myths! On ancient-uncertified-texts! On a dogma! On traditional repetitions by religious seniors! On what? The object of this answer is to understand a serious question, not to be in polemics.

interesting question
i dont know more......but in my religion i heard about it.........
that we have to complete a cycle of 84 lakh lives and deaths to reborn again as a human........
i know nobody would want to be in this cycle..........
well i m Sikh........and it is said that we have a Gurudwara (temple) in Goindwal (city) in Punjab.......in which there are 84 steps life stair which are underground........and after the last stair there is a small Ishnan Ghar (a place in every Gurudwara where Sikh bath )
so if u dont want to enter this cycle u have to do prayer from Gutka ( a holly book of SIkhs as Bible but not similar to Bible)on every step of the stair.. as u done ur 1 full reading of the Gutka standing on first stair from bottom u have to go little down and take a bath.......and again u have to come back to second stair to read again.......and then u have to go again down to take bath and come back to third stair and read again...........
and u have to do this for every 84 steps of a stair........
and this will free u from the cycle and u will be born as a human the next time
