The DVLA is the Driver and Vehicle Licensing centre in Swansea, I am not aware that you buy a licence from anywhere else.
arronlea's answer is very peculiar, I would be interested to know where she got her licence from and without having to pay for it??
I got my licence from the DVLA, and as I had to send them money for it I effectively bought my licence from the dvla,

Yea, u can. Its not legal though and you have to have contacts in the dvla, or at least know someone who has. How it works is you give your provisional licence to the person who works there and they put your details into the database where they put the people who have passed there test, basically, they lie that they have recieved the documentation that says you have passed. then you get your licence. If you got points on ur provisional licence, this is no good as they cannot transfer points to the new, full licence.
It costs quite alot of money (£500 in birmingham, uk) and does has risks, if you get caught you will be done for fraud.

you cannot buy a UK driving licence from the DVLA
who ever told you this is a liar, its a criminal offence to do so.
to obtain a UK driving licence you have to apply through the correct licencing agency, if you already have a foreign licence you can apply for a UK one as you would if you hold a UK licence and want to drive abroad.
if you don't have a licence I'm afraid you'll have to sit the theory and practical test along with everybody else, you will require a provisional licence first and only when you've passed the official driving test and have your pass certificate can you apply for a full licence. you pay a fee for your provisional and and a replacement fee for the full.

In a way, you are buying it from them. Once you pass the tests, of course. You can't just run down to Swansea and "buy" a drivinng license, however. Anyone who claims that you can is either an idiot or is involved in something illegal.

Never heard of this and can't imagine it being true, if it was anyone would be able to buy a licence. Even someone not fit to drive. You have to pass a test

It is the only place you can legally get them www.dvla.gov.uk/
however, there are places that you can get them if you haven't passed your test, but they can be very expensive and although they look good they will not stand up to detailed scrutiny.
Try getting to know some guys in the Good Companions pub in Woodley..............

I bought my driving licence from them and all the subsequent replacements, seems they have a monopoly on that market!
