German shepards have a recessive gene in some families for extra long coat. Doesn't make the longer haired ones (or the shorter haired ones) less purebred any more than a blue eyed child with brown eyed parents is a a changeling. The longhaired trait is, however, considered undesirable by most breeders since the dogs are more difficult to groom.
