I accidentally deleted some photo folders, could not find them in recycle bin. Tried to reset computer to an earlier date, but got only empty folders. Is it possible to recover them somehow?

Unless the photos were of extreme value you shouldn't be bothered. When you delete files accidentally they leave traces on your hard drive but recovering those files will cost you a pretty penny. Some data recovery technicians charge hundreds or thousands of dollars.

You can recover the deleted folders by using data recovery softwares. A useful freely downloadable one is "PC Inspector File Recovery". You can download it from "http://www.snapfiles.com/get/pcinspector.html". In case you want to spend some money, then,
GetDataBack for FAT and
GetDataBack for NTFS
are one of the best data recovery softwares that I have come across. Very reliable indeed.
Please note that if you have to recover a deleted file or contents of a folder, then, the chances of recovery are maximum (rather almost 99%) in case you have not saved any file or installed any application in the partition from where you are to recover your data. If you have, then, the chances of recovery reduce.

if you have not added more files or changed anything on the drive itself the files are more than likely still there. You may have to use an dos program specifically designed for finding deleted files. When files are deleted the file is change in name only. You can search for deleted files with an undelete command but if you have added more programs or utilized more disc space it may of been over written already.
when files are of a large size the delete command bypasses the recycle bin as far as windows seeing it but files are still on hard drive.

there is data recovery software that I have had good success with. It should only be run my someone who knows what they are doing. the data is still there, but the more you use your computer, the more chance of it being overwritten. the data recoverers can locate the file which is only missing its catalogue information (deleting only removes the instructions on where the file is).
If you want the best chance of recovery, stop using the computer and locate a reputable recovery service in your area.
or- if you are game, piggy back the drive and use some software yourself - but i would not recommend that.
