Anyone can buy a car on finance providing you satisfy the finance co. requirements, but why are you buying a car when you can not legally drive it?

anywhere you would usually get finance from. the fact you are on a provisional license might stop you getting it on HP from a car dealers, but anywhere else that lends money wont give a stuff what your license is.
the HP thing is because you are contractually (and therefore legally) obliged to insure a car fully comp if its on HP in case you right it off, so the car HP people dont lose out. Fully comp on a provsional license for the type of car you can buy on HP - you do the maths.

Youy do not need a full licence to buy a car.
Depending on your income and credit rating you may be able to get finance or a loan to fund the purchase from almost any uk lender.
Find a competitive rate and repayments you can afford and then see if the lender is prepared to finance your paurchase.

Any body can buy a car you dont need to have a full license.
So long as you can satisfy the finance company of your income and credit rating you shouldnt have any problems[ except driving it]
