The beta program is now closed. It was available for download at the end of October when I tried to download it. Then I got a laptop which comes with a free upgrade to Vista when I bought it. So I decided to wait for the real thing.
Here's the article which explains beta releases.

First of all the beta version is only available to developers until January 2007. Two, it will NOT be free, on the contrary, you will be able to download it from FTP sites but you will have to pay (eventually) for an official recognized version and Microsoft has put in even more "protection" against piracy in this OS. The WGA (Windows Genuine Advantage that verifies if you have a valid license) version in Vista is even more "vicious" than in XP and will limit the user that has not paid for a valid license. When it is available to the public you will be able to download it from www.microsoft.com but be aware that if you do and upgrade your current OS you will have to pay for this new system, probably around $400 depending on how greedy they will be.
