No.
French is actually one of the easiest languages to learn for an English speaker. The pronounciation is the really hard bit, you will have to listen a lot, may be get advice from a competent native speaker, but persistent practice makes perfect, not only in French.

For Latin-based-language speakers it is easier than for others. Even so, I have heard French professors admit that their language is not an easy one to learn.
There are factors like age, living in the country of the target language, occupation, language learning abilities and disposition, etc. that can influence a person's learning process of a foreign language.
I am a native Spanish-speaker and I love (at least try) to learn foreign languages but I am not a very dedicated learner. I have tried to learn French, Russian, Greek, Portuguese and Italian. I start with a lot of enthusiasm but lose it rather fast.
The only language I have managed to keep up with is Portuguese because in my country there are a lot of immigrants with whom to practice. With Russian and Greek I just got to learn the alphabets and a few phrases but also quit.
Now, I have started over and over to learn French but, again, I must admit I have not been fully dedicated in that endeavor. I have tried on my own and, even, moved out of town to where there was a French Alliance academy. Took about two years of basic courses there and still I am at an intermediate level...
I consider that the best and most efficient way to learn a foreign language is doing so in a country where the language is spoken.

There is no such thing as an easy language to learn. I speak English natively and even German, which is a language close on the linguistic family tree to English, was difficult to learn.
I also learned Esperanto, which is much easier than any "natural" language to learn, and I learned it much faster than German. There were frustrating times, and things that didn't make sense the first time I was introduced to the concept. Things that I had to practice a lot to finally be able to say naturally.
Begin by understanding that you will make a lot of mistakes, make up your mind that the mistakes will not stop you, everyone makes them. And understand that while it is not easy, learning a foreign language is worth the effort.
The first time a native speaker of your chosen foreign language compliments you on how well you speak, you will feel that the hard work has paid off.

For an English speaker, or a speaker of any Romance language...not at all! It should not be hard with a little immersion to get used to the pronunciation.

Little hard. Every thing has a gender, there is no neutral gender, so it is here we have to work hard.

depends really. if you really want to learn a language, if you're dedicated to it and you have the patience, no language is too difficult.
