yes, and if done properly it is a polite greeting in cat talk. But blinking and turning your head away before opening your eyes is a rude insult (dismissive, go away you bother me kid). To blink slowly and yawn at the same time and look lazy is not only a greeting but flattery, while three rapid blinks and tilting the head sideways is an invitation to play. Try it if you don't believe me.

We blink to moisturize our eyes. But a cat's tear ducts can continually release moisture, so no need for much blinking. This trait was developed over time in order to be better hunters and to help avoid being hunted. Since all cats of every species were once wild, blinking meant the difference between catching their next meal, or having it get away from them. Not having to blink is also useful when running for your life from a predator.The trait which proved very useful back then evolved and is still seen in wild and even the domesticated cat of today. Cats are very intentional "blinkers" and any blinking you do notice is done as a means to express himself to you or other family members. He may stare at you for a long period of time and very slowly blink. Many people call this a cat "kiss" and it shows their affection. He may also blink several times at you as he walks into a room to let you know he sees you and realizes you are not a threat. Cats often stare eachother down just before a "cat fight", but cats that are friendly to one another will blink to let eachother know all is well.

Unlike humans, cats do not need to blink their eyes on a regular basis to keep their eyes lubricated (with tears). Unblinking eyes are probably an advantage when hunting. Cats will, however, "squint" their eyes, usually as a form of communication expressing affection and ease around another cat or human.

I have never really seen my cat blink much, I mean I see him do it just not often. I do believe though that cat's do blink.

Yes cats do blink, not as often as humans or as quickly, but they do. Have a starring contest with one long enough and you'll see, if you don't get swatted first.
