Haha, not really, it's usually a term used when talking to snipers or sharpshooters telling them to take the shot when they feel the time is right.

When the instructor or range marchal gives that order it means that you can start firing at your target at your own pace. there is no time limit and you don't need to fire of your rounds at a specific tempo.

in social life time.- take your time to have sex.
