Amtrak makes that run twice daily - but it won't take you to Oneonta. Two of my children graduated from SUNY Oneonta - you'll have to take a bus from Albany or rent a car to get there.

Amtrak has roughly a dozen trains per day to Albany; from there, you'd have to take a Trailways bus.

It may be cheaper and easier to take a Traliways bus from NYC to Oneonta; some go directly there, and sometimes you'd have to change buses in Kingston. It'd probably save you several hours and $40 or more to skip the train.
