Why don't Civil Engineers post what side a freeway on-ramp will be on so drivers don't have to guess at the last minute, saving traffic time and congestion?

Ex: If I want to go Northbound, what lane should I be in so I am not way right when I need to be way left.

While this is not a hard-and-fast rule, sometimes there are subtle hints in overhead or roadside signage that indicate on which side of a surface street a freeway on-ramp will appear. Sometimes the arrows that indicate control cities will be placed to the left or right of the control city name -- for example, if you're trying to reach Highway 78 Eastbound for Escondido, and the onramp is to the right, the arrow may appear to the right of the word "Escondido." If the on-ramp were to the left, the arrow might appear on the left side of the control city.

Differing regulations for signage appear in different jurisdictions - while there is a manual (the MUTCD) that dictates how the signs physically look, there are various and sundry ways of determining what information to place on signs.

When in doubt, stay in the middle lane near freeway junctions and be prepared to move!

Usually they have the sign on the side that the exit will be on, say if it is on the left the sign is usually on the left side of the highway. Try and notice next time.

i don't know where your from but usually their on the same side of the road just theirs an over pass to cross to go the opposite way
