Vehicle registration where I am. In other words, who the vehicle belongs to. Sometimes you'll hear an officer say, "28, 29 on..." and then give a license plate number. 10-29 is warrant information--the officer wants to know if the vehicle is stolen or if the registered owner has any warrants.

The codes vary from place to place and agency to agency. That's one of the reasons the FCC is trying to get law enforcement to stop using them. Different agencies can't talk to each other.
