In any open shoe more air can reach the skin. In a closed shoe for instance, moisture stays inside......makes sense?
In this fall weather if your wearing open shoes....the dry air with dry out your skin....even if you moisturize too. That's why in spring and summer (when there is more moisture in the air) our skin becomes less dry...whether or not we wear sandals.

Because your feet have more room to move with open shoes. The more friction, the more dead skin. Scrub your feet everyday with a pumice rock so it doesn't built up....

Closed shoes hold your sweat in which keeps your feet from drying out. Scandals let your feet breathe and release moisture which evaporates.

To add some great answers here : I think it can be because of the material of the footwear too. Hard materials can create dead skin.
