Can someone else submit my application for a work permit in south Africa, if I am not in South Africa?

All relevant documents are in South Africa.Can a South African citizen submit the documents on my behalf, I have to return back to my country since my visa was expiring.

Submission of documents can be made by others as long as there is an authority from you.

You'd have to give whoever is submitting the doc's for you a formal written letter giving your consent and they will have to submit th letter together with your documnets.
