no...i don't think so. but speaking of hairnets, the funniest thing ever was when i went to the deli at a grocery store and a guy was wearing one on his face to cover his beard...it looked ridiculously funny and i kept being weird and looking at it. he totally thought i was crazy...

Yes - they should. They would still have perspiration and old skin cells removing themselves. Health regulations would also have to be adhered too - bald or not.
