There are many cause..
allergies, dry skin caused by nutritional deficiencies, but have his thyroid checked....often overlooked but is at the root of a lot of these problems Hope he gets better!

buy new one... or you can let him die first....euthanasia...... seriously.. its better to ask or inquire in the nearest vet than having home remedies..... go on!!! it wont hurt your pocket!!!
