I first place the weight at the end of the line, then a hook about 1 feet above the weight then the second another 1 feet. Which is the best arrangement for shore fishing in saltwater?

If you are fishing from the side you should rather make use of the sliding sinker method.

Sinker = 1ft line tied to sinker end of line you must tie a swivel.
Hook = 1ft line tied to hook end of line you must tie a swivel.

Now run main line through the eye of the swivel that is connected to the sinker. Now tie the main line to the swivel that is connected to the hook. Fish will now be able to swim off with the hook with out feeling the weight of the sinker
