As a communicating language at stores and restaurants and such? No...Not unless it's just for fun at a French restaurant where the servers are actually French. We did this once with my French class...You will find people speaking French in Southern Lousiana, but it's a different dialect than the dialects spoken in France or Quebec, for instance.

French is the co-official language of Louisiana. And in Louisiana there are many people who speak French. I was watching a PBS documentary from 2005 called "Do you Speak American" and the residents of this one town in Louisiana spoke French.

French is also spoken, as someone pointed out, in the states bordering the French speaking provinces of Canada, Québec and New Brunswick.
